The HR Admin Manager is responsible for overseeing and managing all aspects of human resources and administrative functions within the organization. The HR Admin Manager also plays a critical role in talent acquisition, compensation, and benefits management, ensuring compliance with regulations.
Responsibilities:
I. Objectives
- Lead all HR and Admin activities including compensation & benefits, recruitment, employee performance KPIs, reward, training, and administrative activities for the whole group.
- Translate business requirements into effective HR practices, delivering people solutions aligned to business objectives.
- Deal with complex or sensitive day to day people management issues.
- Advise and establish policies and procedures
II. Key Responsibilities
1. HR & Admin Management:
- Analyze and manage all HR and Admin related expenses, align human capital expenditures to the approved budget.
- Conduct weekly /quarterly/ annual HR & Admin reports and HR & Admin budget/ action plan for next reporting cycles.
- Develop and updating HR policies, procedures and employee handbook
- Manage internal communication channels and content.
- Initiate and maintain employee services such as HR personnel’s training & development, staff support program, employee relations, and grievance management, etc.
- Keep all HR and Admin related regulations, policies, code of conducts, and other materials up to date.
2. Talent Acquisition:
- Work with development managers to understand future hiring needs to develop talent acquisition strategies and headcount plans.
- Build efficient recruitment approaches to source, hunt and develop a network of candidates.
- Implement and manage the recruitment process: post job, screen resumes, schedule interviews, input database, evaluate candidates, generate offer letters.3. Compensation & Benefits Management:
- Accountable for the overall management of all administration associated with Human Resource Management including but not limited to: timely and accurate payroll, contract management; social/medical insurance enrollment/claims; personal income tax monthly/yearly declaration/finalization, employee file maintenance.
4. Reward & Remuneration
- Support CxO with the Salary Review Process, guidelines and ensure reasonable market-rate salary to employees.
- Identify issues that the company needs to address in its human capital strategy
- Ensure salary reviews are completed on time / on budget, unbiasedly, and consistently across subsidiaries/ teams.
- Manage deemed salary reviews as appropriate.
5. Admin:
- Manage the administrative part to ensure a comfortable working environment.
- Execute all relevant internal communications and events.
- Oversee all matters related to facilities and administration, including building lease, supply resource management and contracts/agreements.
